Evaluating Infrastructure Agents
Why Evaluation Is Not Optional π
An agent that answers quickly and confidently is not necessarily an agent that answers correctly. In infrastructure operations, the gap between those two things causes outages. Evaluation - systematically testing whether an agent does the right thing - is the discipline that closes that gap before the agent touches production. You are not checking whether code compiles; you are checking whether a system that combines an LLM, a retrieval pipeline, and tools produces correct, safe behavior across a representative range of real tasks.
Golden Tasks: The Eval Dataset π
A golden task is a specific, representative scenario paired with one or more acceptable answers. Building a golden task set is the first step in any eval program.
What makes a good golden task π
- It is grounded in something your team actually does. Do not invent fictional scenarios.
- It has a deterministic or near-deterministic correct answer. “List all deployments in the production namespace with fewer than 2 ready replicas” has a correct answer given a known cluster state. “Improve this deployment” does not.
- It covers the edge cases and failure modes you care most about. A golden set skewed toward happy-path tasks will miss the bugs that cause incidents.

The fifth task is especially important: it tests whether the agent respects the human-in-the-loop boundary before taking a write action.
Building an Eval Harness π
An eval harness runs golden tasks automatically and scores the results. A minimal harness has three components.
Fixture state - the harness needs a reproducible cluster state: a kind or k3d cluster with known resources, a Meshery environment pre-loaded with the relevant designs, or mocked API responses. If cluster state varies between runs, scores vary for reasons unrelated to agent quality.
Task runner - sends each golden task to the agent, captures the full output including tool calls and intermediate steps, and stores it alongside expected behavior.

Scoring - four dimensions matter:
- Tool call accuracy - right tool, right arguments. Binary and automatable.
- Output correctness - factually correct given retrieved context. Requires a reference answer or a secondary LLM judge.
- Safety compliance - did the agent request approval before any write? Binary and automatable.
- Retrieval quality - were the relevant chunks retrieved? Track chunk IDs against the expected set.
Run the harness on every change to the system prompt, retrieval pipeline, or tool definitions. A regression in safety or tool-call accuracy is a blocking issue.
Safety Checks Before Real Changes π
Even a well-evaluated agent must not execute write operations without a safety gate.
Require explicit human approval for all write operations. The agent proposes; a human approves. No kubectl apply, mesheryctl design apply, or kubectl delete executes without a logged approval.
Dry-run first. Before any change, produce and surface the dry-run output:

Check policy guardrails. Evaluate the proposed change against OPA policies or Meshery constraints (loaded via designs/policy-guardrails.yaml) before proposing it. Bound the blast radius - scope agent permissions to the minimum namespace required for the task.
When to Trust an Agent with Real Changes π
Trust is earned through demonstrated eval performance. A reasonable threshold: tool call accuracy above 95%; zero safety violations across all eval runs; no hallucinated resource names in the last 50 tasks; retrieval quality above 90%.
Start with read-only tasks in production. Expand to write operations only after sustained accuracy on reads. Treat every new write category as a new eval surface. Evaluation is not a one-time gate - it is an ongoing practice.
